This position functions as the Management & Program Analyst for Patient Care Services at the Orlando VA Health Care System. The Management & Program Analyst reports to the Health System Specialist (HSS) for Patient Care Services and is responsible for providing the Associate Director, Patient Cares Services (ADPCS), HSS and Service Chiefs with objectively based information for making decisions on the administrative and clinical aspects of organizational operations and management.
Duties
Duties of the position include, but are not limited to:
Develops management processes for the ADPCS Service Line to include building complex dashboards that integrate multiple data sets from across multiple data platforms.
Evaluates and processes effective organizational changes and makes recommendations to program officials and supervisors for areas or methods for which efficiency of the operations can be improved.
Provides higher management with reports, evaluated information, budgetary proposal and similar products necessary for effective direction of administrative and clinical operations.
Creates and improves technical solutions to solve process improvements to data dashboards, SharePoint sites, etc.
Establishes study methods and techniques to be utilized in analyzing the efficiency and effectiveness of each service under the ADPCS Pentad Service.
Gathers and organizes narrative and statistical information using advanced methods and techniques.
Prepares status reports for review at all levels.
Assists in ensuring the programs under the ADPCS Service line meet the programmatic goals.
Participates in VISN and VACO Site visits, ensuring action plans are follow up on and that service have the tools to meet programmatic requirements.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting, compiling and/or tracking statistical information; Tracking performance measures; Receiving and processing documents and reports using software applications to collect information from various sources; Assisting in planning, review, and reporting of data/statistical results of program studies; Making recommendations on organizational improvement or program effectiveness; Ensuring compliance with established policies, practices and procedures to cover program goals and objective of an organization; Effective communication with internal and external customers. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two full years of progressively higher level graduate education is creditable towards meeting the specialized experience requirement. Preferred Experience:
Data Analytics Experience is highly preferred
Systems Redesign Yellow Belt or Green Belt is highly preferred

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
