Duties

The primary purpose of this position is: to be responsible for directing and executing activities for Range Operations requiring Opposing Forces (OPFOR) and other mission specific training for 1 SOG flying crews and joint personnel. Tailors and implements OPFOR plans and operations Assesses efficiency and effectiveness of OPFOR range operations and plans Executes OPFOR Range Support Program Planning, Operations, and Related Training Requirements Oversees the establishment and execution of ground training requirements Serves as focal point for coordination of all logistical support and qualification requirements Plans and Reviews OPFOR Training Programs

  • Work may occasionally require travel away from normal duty station on military or commercial aircraft in accordance with DoD joint travel regulations; subject to irregular duty hours, especially in conjunction with training activities and exercises.
  • Packing equipment for hurricane evacuation and land deployment is required
  • Must complete DOD small arms course and maintain annual currency (AF Form 522) for M-9 handgun and M-16 rifle
  • Must obtain and maintain Letter of Certification training for the M-203/M-79 grenade launcher, and the M-240 automatic weapon
  • Must obtain and maintain a valid AF Form 483, Certificate of Competency for Explosive Transport Qualification
  • May be required to obtain/maintain a valid U.S. Navy letter of certification for Landing Signalman Enlisted (LSE) duties aboard Helicopter Air Capable Ships, IAW U.S. Navy regulation NWP-42
  • May be required complete ATV rider safety instructor course from a certified ATV safety institute
  • Must complete ATV rider safety course from _a US Air Force approved ATV safety instructor
  • May be required to complete OUPV training conducted by an approved U.S. Coast Guard sanctioned training facility
  • May be required to fly on various military and civilian aircraft in a supporting forces capacity
  • May be required to complete the HQ AFSOC drop zone safety course

Qualifications

Must possess a current and valid state driver's license and be able to obtain and maintain a valid government driver's license for the operation of OPFOR specialty vehicles, to include: five and six passenger trucks, all purpose vehicles, and HUMV vehicles. The position is a "Mission Critical Designation" during emergency, contingency, natural disasters, and extreme weather situations. May be required to stay on base to assist emergency response This is a drug testing designated position. The incumbent is subject to random testing for drug use. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions, Miscellaneous Administration And Program series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of a wide range of Opposing Forces (OPFOR/OSR) training, contingency operations, and financial planning principles, practices, procedures and regulations applicable to the full range of operations readiness responsibilities on a military installation and the relationship of these responsibilities to special operation joint forces programs; knowledge of Operational Range Support theories, principles, doctrine, and the Mission Essential Task Lists (METLs) of supported units to conduct intensive fact finding and development of source information and resolve significant problems in selecting, interpreting and adapting materials for the OSR section; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of OPFOR operations. OR EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the 1st SOG tactics, techniques, procedures, operational activities and operational and tactical structure and organization, to apply DoD, Joint, USSOCOM, AFSOC, and Air Force management of training operations principles, concepts and methodologies and directives, concepts, procedures, guidance and policy Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force and USSOCOM organizations to OPFOR Range Support and Mission Specific staff guidance and /or recommend changes and adjustments to OPFOR and mission specific training requirements and objectives Ability to plan, organize and manage operations, and training program requirements and objectives within available resources Knowledge of quantitative and qualitative techniques for analyzing and measuring effectiveness and efficiency of training operations; ability to communicate, written and orally, clearly, concisely and with technical accuracy Knowledge of instructional techniques, tactical field training development and application of instructional training techniques; knowledge of and skill in the application of standard and non-standard weapons systems, threat equipment and simulation rounds and devices and in handling, securing, transporting, repairing, cleaning various weapon systems Knowledge of and skill to engage aircraft with Radio Frequency (RF), Ultraviolet light (UV), Infared radiation (IR), a thorough understanding of the effects of these systems on aircraft and on board systems PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
