Duties
You will collaborate with senior financial management analyst to identify financial workflow issues, advise feasible solutions and methods to improve efficiency.
You will perform detail analysis and reconciliation of financial data for compliance with policies and program objectives.
You will address and resolve financial discrepancies and issues relating to financial execution.
You will prepare financial transactions, documentation, and budgetary requests utilizing the financial management system.
You will monitor budget authority, obligations and expenditures of funds and perform continuous analysis of cost trends to identify areas with programmatic or fiscal problems.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level 1/2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
Qualifications
GS-12 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Interpreting and applying financial policies, rules, and regulations; 2) Communicating effectively with management, employees, and other customers to explain budget requirements and evaluate budget requests; 3) Applying expertise in budget administration and financial management to develop approved operating budgets; and 4) Analyzing and recommending costs and benefits of alternative financial management methods in accordance with legal and regulatory controls.
GS-11 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Adhering to financial policies, rules, and regulations to ensure financial management practices are compliant; 2) Communicating effectively with management, employees, and other customers regarding financial management requests; 3) Assisting with completing budget administration functions such as budget formulation, cost estimates, presenting and defending budgets, or reporting obligations and expenditures; and 4) Analyzing alternative financial management methods.

Education
Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree;
OR
