Duties
You will apply basic concepts, principles, practices, and procedures of financial management.
You will perform budget execution tasks, such as the recordation of commitments and obligations, utilizing various funds usage documents.
You will utilize financial management systems in order to process funding documents and track programmatic budget execution, ensuring obligations and expenditures incurred by programs are in accordance with existing laws and regulations.
You will monitor budget authority, funds balances, and execution performance.
You will update senior financial management analysts on the financial condition of the program.
You will assist senior financial management and program managers in developing the program budget.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
Qualifications
GS-09 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Utilizing automated systems to assist with the preparation of financial reports and budgetary briefings; 2) Researching financial regulations, policies, and practices to resolve budgetary issues; and 3) Applying effective oral and written communication skills to prepare summaries for managers.
GS-07 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Assisting with the preparation of financial reports and budgetary briefings; 2) Demonstrating the ability to analyze and resolve problems; and 3) Applying effective oral and written communication skills.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
