Duties

Serve as Senior Operations Officer and Civilian Deputy within G-3/ 5/7. Supervise G-3/5/7 personnel, including military and civilian operations officers. Lead, supervise, and direct Operations, Plans, Training and Exercises activities for the US Army Medical Research and Development Command in coordination with its direct reporting units, US Army Futures Command and other commands, as appropriate. Serve as the Current and Future Operations (CUOPS/FUOPS) Senior Officer regarding G-3/5 internal and external staffing and workflow. Teach, train and evaluate MRDC and direct reporting unit personnel in the development of plans, OPORDs, FRAGOs, taskers and all associated policies. Serve as key decision-maker and consultant for workflow coordination within DoD Task management Tool (TMT) system. Manage the development and expansion of all aspects of the HQ MRDC Continuity of Operations Plan (COOP). Plan the organizational structure and staffing needs. Determine and assign types of jobs/duties needed. Submit Request for Personnel Actions-make selections for appointments, promotions, etc. Advise and counsel employees relative to work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and Maintain Eligibility to a Secret Security Clearance.
  • Extended Probationary Period: The length of the probationary period for the Administrative and Management Occupational Family will be two years.
  • One Year Supervisory Probationary Period.
  • Business Travel or Temporary Duty (TDY) May be Required up to 25% of the Time.
  • This position is designated as Emergency Essential.

Qualifications

U.S. Army Medical Research and Development Command (USAMRDC) participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band is equivalent to the GS-13, Step 01 through GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA).
