About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serve as an expert providing advice, guidance, and assistance concerning the acquisition planning and contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions.
Performs during post-award as Contracting Officer’s Representative.
Manages the contracting aspects for overall planning (pre-award) and managing (post-award) of CECOM contracts.
Monitors contracts and initiate modifications and orders as necessary.
Maintains contract file system from development, pre-award, post-award, and termination or closure.
Prepares and maintains technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer.
Works as an independent member of the acquisition workforce within an assigned functional organization.
Develops, integrates, and implements solutions to diverse, highly complex problems across multiple areas and disciplines.
Anticipates problems, develops sound solutions and action plans to ensure program/mission accomplishment.
Develops plans and techniques to fit new situations to improve overall program and policies.
Interacts independently and productively with customers to identify and define complex/difficult problems and to develop and implement strategies.
Makes formal and informal presentations concerning all aspects of the acquisition.
Responds to a wide variety of inquiries, including formal protests and congressional inquiries.
Provides program information to command elements, other activities, and higher headquarters concerned with all phases of the contract.
Establishes and maintains controls to ensure that contract timelines are accomplished according to guidelines and timelines.
Establishes schedules and expedites and troubleshoots various setbacks or delays.
Monitors the procurement process from pre-award to final delivery requirements.
Keeps abreast of procurement status and takes necessary actions to correct problems.
Provides assistance during pre-award to customers in understanding and making optimum use of contracting support to create contracts or contract programs that ensure mission accomplishment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must be able to obtain and maintain a Secret security clearance.
- Must file an annual financial statement. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Practitioner certification within 60 months as of entrance on duty.
- Requires Contracting Officer Representative (COR) training in accordance with DoDI 5000.72 or be able to complete training within 21 days of Type A or within 35 days of Type B/C COR designation; or a timeframe agreed to by the contracting officer.

Specialized experience is defined as: (1) Developing contract acquisition documentation during pre and post award phases; (2) Monitoring contractor performance for adherence to contract and timelines; and (3) Recommending corrective action to delays or problems that may arise within contract programs.
