You will serve as a PROGRAM ANALYST (SHIP MAINTENANCE) in the N02 EXECUTIVE DIRECTORATE, NO20 RESOURCES INTEGATION DIVISION of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as the subject matter expert on all Maintenance related issues.
You will have a working knowledge of Aviation Operations, Ship Operations, and Combat Operations.
You will represent ship depot maintenance and ship depot maintenance support accounts in resourcing decisions, prioritizing requirements, and makes recommendations on the realignment of funding, when necessary, within the accounts.
You will provide interpretative and analytical advice on program execution and POM development.
You will brief program issues to senior USFF leadership; regularly communicate with leaders of the Type Commander, USFF, and OPNAV staffs.
You will provide the analytical and recommendation reports for all Ship Maintenance issues in accordance with assigned deadlines.
You will prepare presentations to leadership with readiness, financial, and risk factors analysis to support USFF mission of articulating Fleet warfighting readiness capabilities for the Chief of Naval Operations.
You will provide analytical and organizational support for Strategic Laydown development and the wholeness review.
You will coordinate with OPNAV stakeholders to resolve discrepancies between Fleet operational planning assumptions.
You will serve as the program manager for the N020 Headquarters Staff Budget, this includes representing this account in resourcing decisions, prioritizing program requirements, and making recommendations on the realignment of funding, when necessary
You will coordinate USFF Ship Maintenance N02 Readiness Capability drills for Budget and Execution processes for both higher and lower echelons.
You will track and analyze execution year planning, phased expenditures, and budget year planning to include maintaining planning tools such as the "Fleet Scorecard" for the Ship Maintenance account.
You will represent N02 at meetings, briefings, and other advisory/decision forums hosted by DOD organizations, other federal departments/agencies, consulting firms, and corporations on matters pertaining to Fleet readiness.
You shall be proficient in coordinating/preparing command position papers, briefings, testimonies, and/or reference books for use by the N020, N02 and the Commander in preparation for testimony before Congress and at various executive level DOD/DON.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing analytical and organizational support for Ship Depot Maintenance or other Readiness account requirements, development, and execution.
Experience preparing and presenting comprehensive presentations to leadership with background information on Ship Maintenance or other Readiness issues.
Experience and knowledge of ship capabilities, limitations, operational employment, and maintenance requirements and training requirements.
Experience and working knowledge of Programming and Budget Information System (PBIS) and Ship Maintenance funding model.
Experience and detailed knowledge of Fleet DoN, and DoD automatic data processing and information security systems, particularly budget, programming and cost estimating methods.
