This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as a Financial Analyst in the Business Office (Code M03) of the Warfare Analysis & Digital Modeling Department of the Naval Surface Warfare Center Dahlgren Division.
Duties
You will provide financial support to various projects and efforts across the Mission Engineering and Analysis Division (M40).
You will provide an overarching view of the business and financial health of the division.
You will partner with the Department Business Operations Manager and Department Financial Lead to effectively manage financial budgets and execution in alignment with Departmental goals and initiatives.
You will research, collate, organize, and evaluate financial data in order to prepare action item responses, populate databases, and prepare reports and presentations in support of task assignments using automated data systems and capabilities.
You will stay abreast of all current and emerging policies in financial management, budgeting, procurement, and other administrative areas to keep personnel within the assigned organization informed of guidance.
You will enter data for the accepting/rejecting of funding documents, cost transfers, and incremental contract funding requests.
You will aid in Tri-Annual Review updates and completion.
You will support in the analysis of financial data and provide financial assistance to line management, program management, and other personnel within the Department.
You will obtain an understanding of a Navy Working Capital Fund Organization, funds management and analysis (within both direct cite and reimbursable funding constructs).
You will review financial data to identify possible trends to track expenditures for metrics.
You will work closely with project leads to develop and track spend plans in comparison to actual expenditures.
You will prepare financial metrics and briefs for presentation at various monthly and quarterly program reviews.
You will work closely with line managers within the assigned organization to track funding for all government and contractor resources and facilitate identification and mitigation of areas containing financial risk.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to analyze an organization's financial data.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
