You will serve as an ALLIES AND PARTNERS CIVILIAN HARM MITIGATION AND RESPONSE PLANNER in HEADQUARTERS US INDO-PACIFIC COMMAND.
Duties
You will serves as the component’s primary liaison with the Defense Security Cooperation Agency (DSCA).
You will be coordinating the integration of CHMR into programs and activities across the security cooperation enterprise.
You will develop and integrate CHMR security cooperation objectives into command campaign plans, theater security cooperation strategies, and country campaign plans, as appropriate.
You will develop and implement security cooperation programs and activities.
You will research, prepare, and consolidate information for inclusion in Congressional reports, testimonies, and other engagements with or inquiries from Congress and other U.S. departments and agencies.
You will support the development of and updates to command procedures to process reports of civilian harm from U.S. military operations conducted with allies or partners.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a U.S. Passport.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Basic
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector:
Preparing briefs, presentations, and decision memoranda to support deliberations and decisions by senior management on ally and partner CHMR (Civilian Harm Mitigation and Response) issues.
2. Researching, prepares, and consolidating information for inclusion in Congressional reports, testimonies, and other engagements with or inquiries from Congress and other U.S. departments and agencies.
Preparing written and oral communications for command leadership to engage with a wide variety of audiences on ally and partner CHMR issues, including involving actors both inside and outside of government.
