The primary purpose of this position is to manage, assess, evaluate and modify Senior Leader Engagement (SLE) analysis, plans and programs for the full range of military operations across The United States Central Command (USCENTCOM).
Duties
Responsible for Developing, assessing and coordinating Command SLE policy for recommendation to senior leadership.
Serves as a subject matter expert for SLE Analysis and taskings from Department of Defense (DoD), The United States Central Command, and oversees integration of themes.
Leads SLE activities throughout the Commander, identifying program support, management, and funding requirements for development.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

- Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation.

- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (CONT)
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The employee may be required to frequent travel away from the normal duty station on military and/or commercial aircraft. TDY is required for this position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of Senior Leader Engagement (SLE) methods and techniques plus understanding SLE program policies and procedures to accomplish complex plans, development, implementation and evaluation of SLE array of capabilities. Mastery SLE knowledge to plan and conduct comprehensive process analysis and studies, which employ a wide range of analytical and statistical methods and techniques to assess and improve the effectiveness and efficiency of a SLE program. Studies are complicated by constantly changing program goals and objectives, which are difficult to determine in advance. Comprehensive Knowledge of program goals and objectives and SC methods and concepts. Knowledge is used to select, apply and modify program evaluation and measurement techniques to evaluate the effective employment of SLE throughout the Command. The CIG Director, through the CIG, develops and directs programs with a scope and impact that directly involve the national interest and The Department of Defense and The United States Central Command's national mission. Providing complex administrative, technical, or professional services directly affecting a combatant command, specifically in the areas of research analysis and program management to assess effectiveness of SLE development and implementation of Command policy and planning activities. Extensive knowledge and skills in analyzing and resolving conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of standard methods and techniques used in conducting research studies in areas such as operational analysis, strategic analysis, intelligence research, or similar area; and possession of analytical abilities to conduct Information Operations planning activities specifically in support of the Command SLE Program; and ability to identify and apply best practices and to network with experts within and outside USCENTCOM.
2. Skill to apply quantitative techniques and adapt, modify, and apply analytical methods and approaches to solve complex problems or define and clarify alternative solutions.
3. Ability to plan, organize, inspire, motivate, guide others toward goal accomplishment, and direct functions of a small staff and multiple stakeholders. Leadership ability, including the ability to coach, mentor, and challenge stakeholders up and down the chain of command; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
4. In-depth knowledge and demonstrated skill to apply new methods of administration, advanced principles, and standard management practices to efficiently and effectively direct SLE development, implementation, and assessment activities.
5. Ability to participate in study teams and modify existing approaches, projects, and methodologies.
6. Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
