WHAT IS THE HCO - HUMAN CAPITAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: HUMAN CAPITAL OFFICE, OFFICE OF HUMAN RESOURCE OPERATIONS, TALENT ACQUISITION, DEPUTY FOR TALENT, STRATEGY & EXECUTION, PROGRAM EXECUTION OFFICE The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. MAJOR DUTIES: Serves as a team member in planning, organizing, and directing team efforts in conducting evaluations of Service-wide recruitment and placement program operations and other comparable studies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment. Performs extensive research and fact- finding. Analyzes results and the application of appropriate regulations, policies, and standards in order to develop recommendations for management. Conducts policy reviews and provides recommendations and assistance with Service- wide staffing policy; and new or modified policies to accommodate the automated environment, accountability program, and staffing policy pertaining to the IRS payband system. Provides expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive staffing and recruitment program problems and issues. Finalizes plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering related program elements.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: SPECIALIZED EXPERIENCE GS-12: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes, Experience applying a wide range of staffing and placement concepts, principles, practices, laws, and regulations; management advisory services and/or authoritative policy interpretations on organization-wide staffing and placement program issues. Experience conducting comprehensive studies and projects to assess and improve staffing and placement program effectiveness. Experience using oral and written communication techniques to effectively facilitate the resolution of issues; presenting thoroughly researched findings, delivering briefings, and persuading and motivating management to accept and implement recommendations, and/or negotiating solutions to disputed recommendations. SPECIALIZED EXPERIENCE GS-13: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates expertise applying a wide range of advanced staffing and placement concepts, principles, practices, laws, and regulations; understanding of the interrelationships of personnel management functions of a large organizational structure (e.g., IRS) sufficient to provide management advisory services and authoritative policy interpretations on difficult and complex organization-wide staffing and placement program issues. Experience conducting comprehensive studies and projects to assess and improve staffing and placement program effectiveness; interpreting complex staffing and placement regulatory and policy guidance to prepare recommendations for management. Experience using oral and written communication techniques to effectively facilitate the resolution of issues which are sensitive in nature, while maintaining harmonious relationships with all parties; presenting thoroughly researched findings, delivering briefings, and persuading and motivating management to accept and implement recommendations, and/or negotiating solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
