This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Human Resources Specialist (Telework Managing Officer), you will:
Implement, administer, and evaluate the HUD-wide Telework Program, including oversee telework.
Draft agency wide policy, guidance, and updates to explain the program parameters, clarify issues and resolve any conflicting guidance. Review and update the policies and procedures as needed.
Provide technical advice and guidance to Departmental leadership, OCHCO, HUD Managers, Supervisors and employees regarding the telework program at HUD.
Counsel managers and supervisors through complex, controversial or precedent setting situations, including those involving administrative or negotiated grievances, to arrive at solutions that benefit both the employee and the agency.
Ensure that the HUD-wide Telework Program meets the statutory requirements of Public Law 111-292. This includes developing evaluative methods to analyze the program's utilization and potential for expansion - without adversely affecting the execution of the mission of the Department or the effectiveness of individual employees.

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Providing leadership, supervisory, advisory or consultative services on matters involving Telework Programs.
Examples of such experience could include:
Maintaining telework records and data and tracking an agency's progress pertaining to telework.
Providing support to managers and monitoring the telework program, providing training, writing reports, and serving as the resident telework expert.
Developing and implementing telework policy, advising managers and employees on the telework policy, and managing the overall telework program.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
