The position is in the Budget Operations (FAB) organization of Financial Planning and Analysis (FA), Finance (F), and the Bonneville Power Administration (BPA).
A successful candidate in the Public Utilities Specialist position will serve within the Budget Operations organization and reports directly to the Budget Operations Manager. The incumbent is the project manager for the quarterly and start-of-year budget process and additional projects as needed.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: 1) independently utilizing PeopleSoft or similar financial systems to develop multi- and single-year budgets; 2) providing technical advice on the budgetary impacts of organizational changes; 3) identifying and recommending solutions to complex budget issues; 4) utilizing project management software and methodologies to maintain organization and track progress; and 5) developing and maintaining a financial control framework to govern the allocation and use of funds throughout the organizations.
