About the Position: This position is with the United States Army Corps of Engineers Philadelphia District, Contracting Division in the Philadelphia, PA.
Duties
As a Contract Specialist you will be responsible for pre-award and/or post-award functions for superfund, architect/engineer construction and/or supply and service contracts for several activities within the Philadelphia District.
Formulate the contracting approach to be taken that will best satisfy the requirement. Plan the procurement action with technical, legal, and contract pricing personnel.
Ensure that the bid schedule is properly structured, prepare solicitation, determine sources to be solicited, conduct pre-bid conferences, and award or recommend award of the contract.
Monitor contractors to ensure compliance with performance standards and completion schedules.
Conduct facility and/or work site visits with contractors to provide information, clarify requirements, and detect and correct labor standards violations.
Modify contract for negotiated settlements for changes, for the assessment of liquated or actual damages for nonperformance, issue show cause or cure notices, and terminate contracts for default or convenience.
Respond and process inquiries including formal protests and congressional inquiries.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to possess and maintain a valid state issued driver’s license.
- Travel may be required up to 15% of the time.
- Requires submission of a Financial Disclosure Statement, OGE 450, at time of entrance into position and annually thereafter.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.A

Basic Requirement for Contract Specialist GS-13:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption:You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience in performing pre-award and/or post award functions on a variety of projects and experience in applying contracting policies and procedures, negotiation techniques, and/or technical requirements to the procurement of supplies, services and/or construction contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
