The Assistant Loan Production Officer (ALPO) assists the Loan Production Officer (LPO) in directing Loan Processing functions to include overseeing origination of VA-guaranteed home loans, issuance of Certificates of Eligibility (COEs) to Veterans and Surviving Spouses, performs oversight of work of mortgage lenders who are funding VA-guaranteed loans on a nationwide basis. The ALPO ensures that Veterans and their lenders receive prompt, professional and accurate customer service.
Duties
Major duties include but are not limited to:
Assists the LPO in leading the Loan Production Section with staff in GS-7 through GS-12 positions. Loan Specialists in the GS-7 - GS-12 position report directly to the ALPO. The ALPO is tasked with recommending long-range goals, work improvement strategies, and refined customer service techniques within his/her area of expertise in support of the LGY mission.
Plans, develops, organizes, coordinates, and directs the Loan Processing functions for all Veterans and Surviving Spouses on a nationwide basis.
Monitors the work of staff who are providing information, advice, and assistance on all types of VA guaranteed and direct loans to Veterans, mortgage lenders, real estate brokers, builders, attorneys, title companies and other stakeholders who write, email, call, or visit a VA facility or attend VA sponsored training events.
Collaborates with the Lead Loan Specialists (Team Leaders), other ALPOs & LPOs nationwide, Assistant Director for Field Loan Production, Accounts Management Officer, the Assistant Director Program Management and Performance Loan Production and the Chief of Loan Policy to ensure achievement of performance metrics and the use of data analytics to monitor the performance of lenders. Through this collaboration, ensures that Veterans receive service that exceeds industry standards. Recommends appropriate action to correct any performance issues that are identified to ensure that Veterans are served accurately and timely, exceeding industry expectations.
Serves as a subject matter expert on VA-guaranteed home loan regulations, policies and procedures and represents VA at high-level meetings with stakeholders including officials of lending institutions.

Training of staff is a key component of ensuring accurate service delivery. Ensure that regular training is provided to all Loan Production employees as well as immediate training on program.
Provides training sessions, seminars, and workshops for employees of lenders to inform them of the various VA policies and procedures related to mortgage loan underwriting and processing requirements. These sessions are conducted in large group meetings which may be held in a meeting room or online and may be customized for specific lending institutions based upon results of loan reviews.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the education or experience listed below:
Specialized Experience IOR: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
OR,
Undergraduate and Graduate Education IOR: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience is characterized by a thorough knowledge and demonstrated expertise of underwriting practices required in the VA's guaranteed home loan program. Expertise would display advanced understanding of the concepts outlined in the VA Lender's Handbook, VA PAM 26-7 and 38 CFR 36.4337.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is typically performed in an adequately lit and climate-controlled office setting. There is occasional noise from normal office equipment. Occasional travel is required to attend meetings, conferences, and specialized technical training. Work is primarily sedentary but involves the use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools in required. No special physical demands are required.
