About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Liberty in Fayetteville, North Carolina. Fort Liberty is the home of the national premiere Special Operations and Airborne Forces.

Duties

Serves as Chief of Signature Management Section, Security Operations Training Facility (SOTF), United States Army Special Operations Command (USASOC). Represents SOTF regarding Signature Management matters at the MACOM (USASOC), multiple higher, lower, and adjacent commands and agencies throughout DOD and at other federal, state, commercial and international organizations. Responsible for the development of counterintelligence, countermeasures, and the accountability of protective mechanisms. Performs the full range of duties relating to the development, direction, management, coordination, evaluation, interpretation and execution of highly sensitive, unique and advanced intelligence support requirements. Develops and coordinates approval of in-house cutting-edge intelligence documents, materials and mechanisms to ensure the current and future force protection and global training capabilities of SOTF in support of exercises and operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • May be required to travel up to 30% of the duty time.
  • Must possess or be able to obtain a valid state driver's license.
  • May be required to undergo polygraph testing.
  • May be required to perform considerable overtime work.
  • Designated Emergency Essential Position: This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization.
  • Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752).
  • Incumbent may be required to take part in readiness exercises and training.
  • Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365.

Specialized experience is defined as: Conducting fact finding, assimilating, and analysis duties to intelligence support shortfalls; assisting in the development of new ideas, strategies, and innovative concepts for the production, collection, training and dissemination of threat assessments; reviewing programs are in compliance with relevant statutes, executive orders, regulations, directives, policies and procedures; and, provided information to customer through briefings, formal and informal reports, automatic data processing, meetings, and similar means. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). You will be evaluated on the basis of your level of competency in the following areas: Information ManagementIntelligence PolicyTools and MethodsUnderstanding Intelligence Data Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
