About the Position: Serves as Manpower Branch Chief, Programs and Manpower Division, RSD with responsibility for planning, directing, controlling and managing operations of the branch; and as manpower advisor to the Director, RSD.
Duties
Serve as the Manpower Branch Chief, Programs and Manpower Division and as manpower advisor to the Director, RSD.
Responsible for the design, development and planning for the department's manpower program.
Responsible for the development of manpower policies and procedures for producing accurate manpower programs and documentation for each budget and force structure cycle.
Assist employees in improvement of performance and keeps them informed of policies, procedures, and other management programs and goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience:
One-year specialized experience equivalent to the GS-13 level in the Federal service which includes work that involves demonstrated experience managing administrative activities including budget and personnel issues; possess experience developing and preparing manpower policy, letters of instruction, and or establishes procedures for a manpower management program; evaluating manpower data through all phases of Planning Programming Budgeting and Execution (PPBE); and experience with retrieving and compiling data from various automated financial systems such as GFEBS, FMSWeb, and CPROBE.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
