This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Office of the Associate Administrator. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Senior Advisor for a the Bureau of Health Workforce, you serve as a key aid to executive leadership and actively participate in strategic planning, policy development and organizational leadership.
Your major duties and responsibilities:
Providing in-depth knowledge and consultation on administrative issues that impact HRSA.
Conducting high priority studies on matters of special and immediate concern to HRSA's Bureau/Office Senior Leadership.
Evaluating findings from studies and assignments, and preparing comprehensive reports incorporating conclusive and specific recommendations.
Participating in the Bureau of Health Workforce strategic planning policy development and organizational leadership.
Initiating and managing program demonstration, evaluation projects and special studies.
Performing special assignments and projects in support of sensitive, high profile initiatives with direct impact on core operations and processes.
Developing assignments on your own initiative in response The Bureau of Health Workforce Senior Leadership requests; the assignments are primarily broad-based and touch upon Agency-wide crosscutting area and activities that usually involve other parts of HRSA or the Department.
Preparing comprehensive reports incorporating conclusive and specific recommendations.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
Designing, developing, and managing cross-agency program evaluation and monitoring initiatives to advance programmatic and policy goals across a range of organizational programs.
OR
Providing subject matter expertise and consultation on public health initiatives or healthcare delivery services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
