The Oak Ridge National Laboratory Site Office Manager (OSO) is a line management position that serves as the Senior Federal Official at the multi-program Oak Ridge National Laboratory (ORNL) located in Oak Ridge Tennessee, which is a government-owned, contractor-operated laboratory. Research at the laboratory includes fundamental science, national research facilities, energy resources and technologies, environmental technologies and management, national security, and technical evaluation.

Duties

The Department of Energy's (DOE) Office of Science is looking for a dynamic, innovative, seasoned executive to lead the implementation of the Department of Energy (DOE) policy and direction for the Oak Ridge National Laboratory (ORNL) contract. The ORNL Site Office (OSO) Manager's role includes ORNL contract management, ORNL program implementation, federal stewardship of federal assets at the ORNL site, and management of the internal operations of a Site Office. Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ#1: Demonstrated experience in providing leadership and direction to a complex scientific or technical organization, such as the management or oversight of nationally recognized large-scale research and development facilities or programs. Demonstrates a general understanding of science and technology, as well as a working knowledge of and ability to oversee a wide variety of business and operational management systems such as project management; maintenance and infrastructure; environment, safety and health; security; procurement; financial management; and human resources management. MTQ#2: Demonstrated executive skill in communicating with senior management officials in the public or private sector, scientists, engineers, safety professionals, and the public to develop support for complex or controversial programs and/or respond to concerns.
