Duties

As the Federal Project Director, Uranium Processing Facility (UPF) you will have the following duties: Directs the implementation of UPF enterprise-wide project management tools including the Federal Project Director (FPD) Management Handbook, Standard Operating Practices, and the web-based tools for implementing, managing, monitoring and approving project configuration processes during the project lifecycle. Manages all projects through the contract, issuing detailed Work Authorizations is in accordance with the NNSA Work Authorization Policy (NAP) and directs the development of multi-year incentives to ensure accountability and promote delivery of the project within the performance baseline. Directs the application and integration of technical, executive and administrative knowledge and skills to deal effectively with highly complex facility design issues leading to the construction of major-system-acquisition facilities (valued over $750 million) critical to the Department's nuclear deterrence and nonproliferation mission capabilities. Oversees the need for, acquires, and directs contractor feasibility studies, conceptual design reports, cost estimates, alternative studies, risk assessments, hazard analyses, system descriptions and project status reports on cost, schedule, technical issues, and trends. Directs the development and implementation of systems to provide assurance that the construction is in accordance with design specifications, that the design basis is properly documented and maintained through construction and transition to operations.

Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience, or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities. Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs. Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. Failure to submit a narrative statement addressing each of the ECQs will cause your application to be deemed incomplete and not be considered. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Describe your knowledge, experience and credentials demonstrating an expert-level ability to successfully oversee the design and construction of major Federal facilities from a project management perspective including your understanding of a broad spectrum of pertinent federal laws, directives, processes, procedures and regulations. MTQ 2: Describe your knowledge, experience and credentials demonstrating an expert-level ability to successfully oversee the design and construction of major Federal facilities from a procurement perspective including your understanding of a broad spectrum of pertinent federal laws, directives, regulations, processes and procedures. MTQ 3: Describe your ability to deal effectively and persuasively with high-level executives in government and the private sector resulting in major accomplishments in support of Agency mission delivery. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.
