About the Position: The primary purpose of this position is to serve as an action officer on issues and projects related to financial management, program execution, and mission requirements.

Duties

Maintains funding control over records for requisitions, contract obligations and earnings, reimbursable payments, transfer of funds, and other budget impacting expenditures and obligations. Provides advice on obtaining necessary funding and manpower adjustments through the planning, programming, budgeting, and execution (PPBE) system. Analyzes, evaluates, coordinates, and advises senior management officials on contracting documentation and status of operating expenses to ensure accruals, invoices, and receipts are processed accurately and on-time. Writes justifications for negotiation authorities, market surveys, modifications, independent Government estimates, and determination of funding sources. Checks that funds are available and issued. Serves as the Agency Defense Travel Administrator (ODTA) and Defense Travel System (DTS) subject matter expert. Serves as the agency’s Government Purchase Card (GPC) approver.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
