The primary purpose of this position is to function as the Associate Director for the Air Force Office of Special Investigations' (AFOSI) ICON Center's Mission Assessment Division. Responsible for planning, implementing, and managing all aspects of the ICON Center's mission assessment programs and strategic initiatives supporting the ICON Center commander.
Duties
Serves as the Associate Director for the Air Force Office of Special Investigations' (AFOSI) ICON Center's Mission Assessment Division. Responsible for planning, implementing, and managing all aspects of the ICON Center's mission assessment programs and strategic initiatives supporting the ICON Center commander; Unit Mission Assessment: This position serves as a senior representative and subject matter expert on all matters pertaining to ICON Center Inspections, Unit Compliance, ICON Center Mission Performance.
Establish, facilitate, execute, and provide oversight to Strategic Initiatives for the ICON Center. Exercises delegated authority to oversee the overall planning, direction and timely execution of multiple programs or staff functions which involve program development, assignment, and higher-level clearance of strategic initiatives at the direction of the ICON Center commander.
Represents AFOSI with a variety of senior level partners and customers. Establishes, develops, and maintains effective working relationships with AFOSI's most senior leaders at the General Officer, Senior Executive and Colonel or GS-15 levels.
Plans, organizes, and directs the activities of the ICON Center's Mission Assessment Division, ensuring ICON Center Inspections, Unit Compliance, and ICON Center Mission Performance comply with legal and regulatory requirements and meets customer needs. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other divisions, squadrons, and detachments, as appropriate.
Prepare and delivers oral and written presentations such as briefings, training sessions, consultations, andstrategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).Develops and prepares a variety of correspondence and other documents, i.e. formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

- Work may occasionally require travel away from the normal duty station on military and commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Must be able to obtain and maintain a Top-Secret Clearance.
- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, fill Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of criminal and national security investigative and operational procedures, methodologies, and jurisdictional matters.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of AFOSI's full mission spectrum, organization, and management processes, as well as how AFOSI supports US Air Force, Department of Defense and U.S. Government strategic priorities and objectives.
2. Expert knowledge of criminal and national security investigative and operational procedures, methodologies and jurisdictional matters.
3. Comprehensive knowledge and understanding of management theories, principles and practices as they relate to federal policies and procedures.
4. Skill in building, sustaining and optimizing collaboration and teamwork towards a common goal.
5. Ability to communicate effectively, both orally and in writing.
6. Ability to plan, organize and direct the functions of staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security and public safety.
