The Deputy Senior Environmental Health Officer serves as NASA's consultant and advisor for environmental health (EH) matters to all NASA Centers, ensuring robust EH programs across the Agency. Develops and authors policy and program objectives, provides EH technical expertise and consultation to develop hazard mitigation strategies, establishes and maintains requirements and standards for EH disciplines, and develops and implements training to Agency EH practitioners.
Duties
Provide technical/administrative direction to Center Environmental Health employees performing the functions of the organization. Responsible for ensuring the organization’s strategic plan is communicated and integrated into the team’s strategies.
Develop environmental health program policy guidance and interpretations regarding NASA and/or Center issues. Identify preventable health problems and maintain surveillance of assigned program(s) through investigations, data collection, and analysis.
Serve as Occupational Health support contract functional manager, medical evacuation contract and employee assistance program after-hours contract contracting officer’s representative (COR), and electronic health record contract technical monitor.
Serve as technical advisor for NASA regarding the Industrial Hygiene, Radiation Safety, Laser Safety, and Food Safety.
Conduct onsite Center Occupational Health program management reviews, ensuring that program policies, practices, and procedures are consistent with regulatory requirements and NASA's strategic goals. Provide results to senior management officials.
Perform annual reviews at NASA Centers and component facilities, conduct interviews, research program documentation, and cross-check programs with existing policies, regulations, contracts, and Center-specific requirements.
Represent OCHMO at meetings across the Agency, Federal Government, and industry. Serves as liaison working issues, arranging meetings and on-site visits. Builds and maintains partnerships, to determine needs and effectiveness of existing controls.
Plan and develop environmental health training programs for Agency-wide application and promotes professional development. Develop activities to educate NASA personnel to increase understanding of current environmental health practices.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing high level recommendations on strategy and direction for an environmental health program in written and verbal formats to Senior Leadership;
Conducting onsite audit of occupational or environmental health programs, focusing on compliance with Federal and State standards, laws, and regulations, NASA policies and requirements, and/or contract requirements;
Providing programmatic oversight of multi-discipline teams and hosting occupational or environmental health meetings (virtual and in-person) for a wide range of audiences.

Education
You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science.
OR
Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree that included a major in engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene.

Have a Certification from the
American Board of Industrial Hygiene (ABIH).
