You will serve as a PROGRAM ANALYST(FLEET MAINTENANCE) in the FLT MAINTENANCE DIV of COMMANDER US FLEET FORCES COMMAND.

Duties

You will retain full accountability and responsibility for all issues relating to Fleet Berthing and Messing Barge material readiness, safety, and reporting status. You will maintain a current and accurate scheduling and material readiness picture. You will prepare and brief the quarterly berthing barge schedule and adjudicates all scheduling conflicts. You will develop program requirements and proactively interact with resource sponsor to achieve 100% funding throughout FYDP. You will produce annual Program Readiness Review (PRR) and brief resource sponsor. You will work with Fleet and Regional Maintenance Center (RMC) comptrollers to fully obligate execution year funding and mitigate funding shortfalls. You will serve as a principal staff berthing barge maintenance representative at Navywide meetings and conferences. You will deal with long-range planning, standardization, process improvement, program requirements and maintenance policies within and outside the command. You will determine all programmatic actions to ensure Berthing and Messing program is efficient and properly sized to support future Fleet needs. You will communicate with all Navy organizations involved with Berthing and Messinig maintenance, modernization, acquisition, and support.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: EXPERIENCE APPLYING MASTERY KNOWLEDGE OF A WIDE RANGE OF MAINTENANCE AND REPAIR SUCH AS HULL, MECHANICAL, AND ELECTRICAL, SAFETY AND FOOD SERVICE SYSTEMS TYPICALLY FOUND ON MESSING AND BERTHING BARGES OR OTHER PLATFORMS. EXPERIENCE MAINTAINING SCHEDULING AND MATERIAL READINESS PICTURE FOR MAINTENANCE AND OPERATIONS OF SEVERAL MESSING AND BERTHING BARGES. EXPERIENCE MONITORING MESSING AND BERTHING BARGE ACQUISITION FORECAST AND UPDATE TO REFLECT CHANGES TO DEMAND SIGNAL AND BUDGET DECISIONS. EXPERIENCE APPLYING KNOWLEDGE OF DON PLANNING, PROGRAMMING, BUDGETING AND EXECUTION PROCESS (PPBE). EXPERIENCE MONITORING AND REPORTING CONCISELY ON THE MATERIAL READINESS, STATUS OF BARGE MAINTENANCE AVAILABILITIES, BARGE TURNOVER AND NEW CONSTRUCTION STATUS.
