The primary purpose of this position is to provide financial administrative oversight, operational management, technical expertise, and budgetary analysis for the centrally funded permanent station program.

Duties

Performs complex budget execution and administration work involving the monitoring of obligations incurred and actual expenditures. Formulates and performs complex budget formulation work involving preparation of detailed analyses of annual budget estimates for assigned support programs for AFPC. Provides advice, assistance, and guidance on budgeting, program, and related information. Analyzes budget and/or related information.

Requirements

  • Must be able to obtain and maintain a secret security clearance.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • May be required to work overtime.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public La 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • May be required to travel on military or commercial aircraft to attend conferences and meetings.
  • Safeguards non-classified sensitive budget-related information and/or files.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF and MAJCOM guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments allotments, transfer of funds from other agencies; and/or refunds); and budgetary and financial relationships between assigned budget(s) and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justifies, and executes the budget for assigned budget accounts. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro- rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
