The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 340th Flying Training Group.

Duties

1. Plans, organizes, and directs the activities of 340 Flying Training Group, ensuring that Finance complies with legal and regulatory requirements and meets customer needs. 2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. 3. Represents 340th Flying Training Group with a variety of installation and functional area organizations. 4. Conducts analyses, reviews, and special studies of budget and/or related information. Reviews and assesses the long-term effects of budget guidelines, such as new or revised legislation, Programming Decision Memoranda (PDM), and Program Budget Decision (PBD), on assigned programs. 5. Serves as the point of contact on the use of budget automated data management systems. Maintains or manipulates budget computer applications and systems to meet needs of end-users.

  • This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of policies, precedents, goals, objectives, regulations, and other Air Force, MAJCOM, and local guides applicable to the overseen organizations and programs related to the sources, types, and methods of funding for the assigned programs. This includes things such as annual, multi-year, and no year appropriations as well as the budgetary and financial relationships between the assigned organizations and other agency components. Knowledge and skill in the analysis of budgetary relationships and development of recommendation s for budget actions, these may be subject to time pressures and uncertainty due to changing information and shifts in requirements or regulations as well as conflicts in budget information and program information; and the knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of changing program plans on goals and milestones. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
