The primary purpose of this position is: To serve as a budget analyst for Command planning, programming, and training activities in the Directorate of Plans, Programs, Requirements and Assessments, Headquarters Air Education and Training Command, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Duties

Performs budget and POM formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multiyear, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds. Provides advice, assistance, and guidance on budgeting and POM related information. Conducts analyses, reviews, and special studies of budget and/or related information. Serves as the point of contact on the use of budget automated data management systems.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.
  • Must be able to obtain and maintain a Secret clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts; AND Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to programs/organizations. Knowledge of agency budget and POM procedures, regulations, precedents, policies and guides; AND Knowledge of budgeting/programming administration requirements at various organizational levels. Working knowledge and understanding of the Automated Business Service System (ABSS), the Defense Enterprise Accounting and Management System (DEAMS), the Commander's Resource Information System (CRIS), the Defense Transaction Interface Module System (DTIMS), the Defense Travel System (DTS), FM Suite and the Wide Area Workflow (WAWF); AND Working knowledge of the Government Purchase Card (GPC) program. Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
