The primary purpose of this position is to perform various budget functions involving the formulation, examination, and execution of the Central Salary Account (CSA). Uses expertise to plan, organize, and develop necessary policies, regulations, directives, and procedures for the establishment and maintenance of assigned programs.

Duties

Performs complex budget execution and administration work involving the monitoring of obligations incurred and actual expenditures of a budget with different sources and types of funding such as direct, annual, reimbursement funds, and transfer of funds from other agencies. Formulates and performs complex budget formulation work involving preparation of detailed analyses of annual budget estimates for assigned support programs for AFPC. Provides comprehensive financial advice, assistance, and guidance on budget related matters, program, types of funding available, effects of budgetary changes on related activities, status and use of funds, and related information. Performs functions to assure the work of the centrally managed programs branch is accomplished and that the financial and performance goals of the team are met.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

  • A bachelor’s or advanced degree in business administration, economics, finance, or another related field is highly desirable
  • Employee must file any required financial disclosure statement(s)
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. Budget Analysis Series 0560 (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, federal budget processes; and knowledge and understanding of USAF, OSD, and congressional budget processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Congressional, OMB, Air Force Planning, Programming, and Budgeting Execution (PPBE) and budgetary process, methods, practices, procedures, regulations, and policies to formulate, justify, and execute the budget for assigned budget accounts. 2. Detailed knowledge of missions, functions, goals, objectives, work processes and sources of funding pertinent to assigned AF/Al and SAF/MR organizations and programs. 3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. 6. Skill in planning and executing complex, multi-faceted projects, coordinating activities and evaluating the acceptability of analytical methodology. 7. Skill in the use of computerized budget systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
