Duties

You will advise managers on multiple human resources functions (e.g., recruitment/staffing, pay setting, reduction-in-force). You will analyze the duties of a position to determine the correct title, pay plan, series, and grade level. You will review competitive and non-competitive personnel actions in progress to ensure adherence to policy and compliance. You will coordinate with customers (e.g., Operations Center, Managers, Human Resources Offices, other organizations) to resolve issues with recruitment actions. You will identify, analyze and resolve problems which require the interpretation and adaptation of guides.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the GS-07:Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector 1) Assisting with human resources (HR) issues in accordance with HR regulations and procedures, i.e. reviewing Requests for Personnel Actions (RPAs) for accuracy and completeness, assisting HR Specialists with recruitment or processing of RPAs, etc.; 2) Responding to human resources questions, i.e., providing information or status on vacancy announcements or RPAs; and 3) Referencing HR materials such as manuals and regulations to ensure adherence to HR rules and regulations for processing personnel actions. NOTE: This information must be supported in your resume. To qualify for the GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector sector 1) Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; 2) Providing advice to managers on a variety of recruiting authorities to facilitate recruitment; 3) Advising managers and command personnel on the hiring process; and 4) Using electronic personnel databases, systems and reports. Have successfully completed one full year of graduate level education
OR
Have successfully completed a bachelor's degree with superior academic achievement
OR

GS-09
Have successfully completed a master's or equivalent graduate degree
OR
Have successfully completed two full years of progressively higher level graduate education leading to a master's degree
OR
Have obtained an LL.B. or J.D. that is related to the position being filled
OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
