Duties
This position is located in the Office of the Chief Financial Officer that resides under the Office of the Deputy Chairman for Management and Budget (DCMB), National Endowment for the Arts (NEA). The incumbent reports directly to the CFO and serves as the agency's Deputy Chief Financial Officer. In this position, you will be responsible for assisting the CFO with:
-The formulation, presentation, and execution of the NEA's program and administrative budgets and processing of commitments, obligations, de-obligations, and payments, including but not limited to grants, cooperative agreements, interagency agreements, contracts, employee travel and invitational travel;
-Reconciliation of agency travel and purchase cards;
-Financial and financial data reporting;
-Providing accurate, expert advice to the CFO, DCMB and senior management on implementing, operating, and maintaining integrated financial information, and management and accounting operations that are responsive to the budgetary and financial needs of the agency.
-Serve as the primary back-up to the CFO for all contacts with the U.S. Office of Management and Budget; and provides leadership to OCFO's budget staff.
Qualifications
In order to qualify for this position, you must meet the following requirements:
GS-14:
You must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service, with experience in performing the following duties:
1) assisting with developing and formulating budget analyses and documents;
2) performing financial analysis and developing reports on budget matters;
3) helping to develop and maintain internal controls to process agency transactions and complete agency financial reporting requirements; and 4) communicating and presenting information related to budgetary issues.
GS-15:
You must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service, with experience in performing the following duties:
1) applying Federal budgetary standards in supporting teams to develop and formulate budget analyses and documents;
2) performing analysis and developing reports on budget matters;
3) supporting the development and maintenance of internal controls to process agency transactions and complete agency financial reporting requirements; and
4) communicating and presenting budget policy and analysis work to senior management.
