Duties
You will provide technical and procedural assistance primarily in the area of employee relations.
You will be directly responsible for supporting and general execution of a variety of HR related programs to include leave programs, telework, awards, employee resource groups and reporting of completed survey result.
You will coordinate with other HR staff, payroll or contractors.
You will provide technical guidance and administrative assistance to managers, supervisor and employees on a variety of well-established employee relations programs.
You will apply Office of Personnel management (OPM), DOD, Navy and NUWDIVNPT policies and directives.
You will maintain tracking systems to evaluate and provide management with reports pertaining to status, financial impact, types and numbers of awards and provide guidance on award criteria.
You will provide support to journey/senior level specialists pertaining to grievance investigations, conduct fact finding meetings, create detailed grievance reports, unfair labor practice charges, contract interpretation etc.
You will prepare correspondence in subject areas and maintain statistical and program data.
You will provide technical guidance and procedural advice on the flexibilities and appropriate use of leave issues such as sick leave for family care and bereavement, compensatory leave, advanced leave, leave without pay etc.
You will compose letters or summaries relating to a variety of employee relations, performance management and labor matters.
You will conduct presentations of basic and/or refresher training in employee relations assigned program areas.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05/08 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: establishing and maintaining effective relationships with labor organizations, negotiating and administering labor agreements and providing advice and assistance to stakeholders including management applying labor relation laws and regulations.
To qualify for the NT-02: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-01 (GS-04 equivalency) in the federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Substitution of Education for the NT-03: Have successfully completed a master's or equivalent graduate degree. Or
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree. Or
Have obtained an LL.B. or J.D. that is related to the position being filled. Or
Have a combination of experience and graduate education as described above that equates to one year of experience.
Substitution of Education for the NT-02: Have successfully completed a four year course of study leading to a bachelor's degree. Or
Have a combination of experience and education as described above that equates to one year of experience.
