The position is primarily responsible for planning of all administrative activities of the Nursing Operations Department including, but not limited to the Nurse Recruitment, Recognition, Retention Program, NPSB, LPN & CNA Boards, Emergency Department, and the Patient Flow Center ,under the oversight of the Chief Nurse of Operations, by providing a broad and comprehensive scope of supportive administrative and clerical responsibilities.
Duties
Major Duties and Responsibilities include, but are not limited to:
Interprets policies and provides policy guidance, ensures compliance with directive and memorandum, and communicates effectively with staff.
Helps to develop, maintain and track reports pertinent to budget, staffing, labor mapping, workload, productivity, clinic utilization, consult management and peer reviews.
Working knowledge of position management, employee benefits and resources, the VA handbook and Master Agreement.
Maintains an inventory of service position listings, vacancies and retirement schedules.
Analyzes staff utilization for workforce planning and development. Oversees recruitment and placement with preparation and oversight of position announcement of position descriptions, and functional statements. Establishes interview dates, selection panel members, and interview questions.
Assists with employee credentialing and privileging, space and equipment assignments, and orientation.
Oversees the performance review process by preparing performance plans for review with the service chief and staff member, scheduling performance plan meetings during the year, maintaining an organized tracking system for quarterly review.
Maintains employee competency folders with an organized report to ensure that licensure, registration, certification, educational requirements, position descriptions/function statements and performance reviews are up to date.
Work Schedule: Monday - Friday 7:30 AM - 4:00 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Plans, coordinates, and carries out administrative work projects/tasks of a time critical and complex nature.
Prepares complex reports that vary in diversity and depth for VHA, which contain sensitive data pertaining to the operation of the healthcare system, such as quality indicators, financial indicators, and personnel indicators.
Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
Independently assesses databases to analyze data pertinent to healthcare operations and forms teams and workgroups of subject matter experts to participate in these analyses.
Utilizes knowledge of databases in order to complete data analyses, particularly as it relates to efficiency and productivity.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate education or superior academic achievement combined with related experience equivalent to the GS-7 level.

Physical Requirements: Physical demands are limited to standing for extended periods of time, walking, lifting of lightweight items, such as books and paper, typing, filing and using the computer. The majority of work involves sitting at a personal workstation. The incumbent will have extensive use of the telephone, face-to face interactions, etc as means of communication.
