Serves as Administrative Officer (AO) to the VISN 8 Chief Financial Officer and Deputy Chief Financial Officer, supporting all staff within the VISN 8 Finance Office. Working in the VISN 8 Finance Office, the AO will interact with staff throughout VISN 8, in the VISN program offices, consolidated service units, and at the medical centers.
Duties
Major duties include, but are not limited to the following:
The Administrative Officer is responsible for administrative coordination of the Network's Finance Department, with management responsibilities including controlled correspondence, tracking and completion of actionable items, program design and implementation, business planning, contracting, and functions as a valuable resource in areas of statistical analysis; quality assessment, performance improvement, and staffing and alignment.
Provides staff assistance to the VISN 8 Chief Financial Officer in tracking and trending metrics affecting financial operations within the VISN Finance Office and serves as an advisor on matters related to internal and external operations.
Assists with special complex assignments, often of a highly sensitive and confidential nature and interacts with management and executive leadership at the medical center, VISN, and VHA and VA Central Office level.
Interacts with high level officials from other government agencies, contracted companies, and other public and private enterprises. The types of assignments and interactions require the incumbent to have an in-depth knowledge of the missions, functions, and operations of Finance, the VISN, and VHA to provide the support that is needed. The involvement of the incumbent may directly impact implementation or expansion of programs, funding, reorganization of resources and have a direct impact on short and long-term goals.
Provides senior managers and supervisors in the VISN 8 Finance Office with objective financial based information for making decisions on the administrative and financial aspects of organizational operations and management within the VISN 8 network office.
Performs a variety of substantive analytical, planning, evaluative and advisory work in support of the VISN Chief Financial Officer and in support of financial operations in other VISN 8 program offices.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Works with and communicates with individuals who use or receive services from the VISN CFO office; (2) Analyzes historical financial data and trends, and compiles data for financial reports; (3) Applies principles of Lean Six Sigma to change and adapt work processes and procedures; (4) Manages human capital by preparing position descriptions and performance plans, managing position management systems, initiating recruitment; (5) Uses principles, methods, and tools of project management to ensure projects are completed on time; (6) Creates presentations, graphic displays and reports from financial data; (7) Lead, coordinate, organize and serve as facilitator in finance workgroups, committees, response teams; (8) Applies knowledge base and participate in administrative board investigations representing CFO as member of SME.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. No unusual physical demands are involved.
