This position functions as the Administrative Officer in the Spinal Cord Injury Unit (SCI) at The James A. Haley VA Hospital in Tampa, FL. Its one of the busiest medical centers in the nation, with over 4200 employees, & numerous outpatient clinics dispersed over a large geographic region. Its a 1-A complexity level facility and ranks among the largest medical centers in the Department of Veterans Affairs. It includes a full medical, surgical, research facility and numerous outpatient clinics.

Duties

Administrative Officer has full responsibility and authority to plan, schedule and carry out the administrative and management services of SCI, including human and financial resources, management analysis, procurement and contract services, supply, research coordination, as well as space, grant and property management. Responsible for the overall daily administrative operations, requirement and management of the entire SCI Service. Plans, develops and coordinates all administrative functions essential to program implementation and the delivery of services. Analyzes and makes recommendations for best utilization of personnel. Provides administrative guidance and support to professional staff. Provides supervision to technical and clerical staff. Formulates Service goals and objectives with the Chief of SCI. Reviews, develops and initiates new policies and procedures for the SCI as assessed to benefit the overall functioning of the Service. Formulates budgetary plan. This requires perception and assessment of immediate and long range budget issues. This responsibility also requires the AO to interrelate the professional, technical, and clerical administrative requirements for present and future budget forecasts. This information must be completely and accurately summarized and conveyed to SCI, Fiscal Service, Chief of Staff, and to Director. Manages the budget and allocation of available funds for SCI Tuition Assistance Program (TAP). Performs other duties as assigned. Work Schedule: Monday - Friday 7:30-4:00pm. Telework: Telework may be available on an ad-hoc basis with supervisory approval. Virtual: This is NOT a virtual position. Selected applicant MUST physically report to the James A. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience directly supervising staff. Experience reviewing, developing and initiating new policies and procedures. Experience formulating budgets and budget plans. Experience formulating service goals and objectives with upper management. Experience leading performance improving efforts. Preferred Experience: Budget Management, Equipment Management, Contracting / Procurement, Previous Administrative Officer/Program Manager Experience, 1-2 years Supervisory Experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primary sedentary; however, there may be some walking, standing, bending, and carrying of light items such as papers, books and files. No special physical demands are required to perform the work.
