This positions serves as the Administrative Officer for the VISN 8 Pain Management, Opioid Safety, Suicide Prevention Program which comprises of clinical and administrative staff that serves all Veterans Affairs (VA) facilities within the Veterans Integrated System Network 8, with the purpose of expanding access to services for pain and opioid use disorder through both in person and virtual modalities.
Duties
Duties include but are not limited to :
Advise management regarding the impact of changing regulations and recommends changes in organization procedures to conform to new policies, directives, SOP's, MOU's, and MCP's.
Interpret administrative policies for lower graded administrative personal and leadership.
Develop and/or manage new/revised policies and procedures, and adherence to VHAVISN mandates related to PMOP.
Provide analysis of internal and external data, to include workload, productivity, staffing methodologies, and Veteran patient/staff satisfaction.
Will collaborate with the VISN/leadership to implement service strategies to cultivate the PMOP program.
Prepare all service reports with findings and recommendations based on management and administrative considerations for leadership presentations and meetings. This includes, consults, encounters, and other needed data working with the facility GPM's.
Complete labor mapping and certification needs in support of managerial cost accounting and decision management for clinical service.
Ensure Service is adherent to current Joint Commission accreditation standards, CARF, OSHA, and other hospital associated guidelines. Identify risks and issues related to the PMOP program and develop strategies to mitigate problematic department situations
PREFERRED EXPERIENCE :
Clinical Administrative experience preferred in aiding with formulating and executing annual budget for a service; coordinating training and development; Managing administrative requirements for the organization; applying analytical and evaluative methods and techniques to analyze data; and using analytical techniques and evaluation criteria to measure improvements in program effectiveness. Knowledge of Pain Management, Opioid Safety and Suicide Prevention.
Work Schedule: 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of the organization and structure of Fiscal Service systems and networks. Strong working knowledge of all Microsoft Office applications including Word, Excel, PowerPoint, ProClarity, and Outlook is required, experience with coordinating with a full range of functional areas such as human resources, purchasing, supply chain and property management and records. Experience developing and implementing policies and procedures concerning administrative support activities .

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have you must possess a PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related in management, business, business administration, or a field directly related to the position; or LL.M. if related.
