Duties

Serves as the assistant to the Chief and Deputy, Operations Center as senior operations officer of the DLA Energy Logistics Operations Center (ELOC). Responsible for global oversight of DLA Energy objectives and fuels operations. Resolves operations execution shortfalls, limitations and other conditions that impact DLA Energy's ability to perform its wartime bulk petroleum logistics support mission. Maintains lists of contacts and ability to resolve problems and crises that span the entire enterprise. Adjudicates interpretive differences among DLA Energy subordinate elements regarding DoD, DLA and DLA Energy policy and guidance as they affect operational, contingency, exercise and support planning. Oversees, as a primary team member, monitoring and tracking of tasking correspondence, reviewing timelines/scheduling of mission critical fuel support, fuel support equipment, and facilities, and the 24-hour per day Staff Duty Officer Program. Provides guidance to DLA Energy offices in preparing and submitting contingency reports, emergency reports, spill reports, situation reports, and Director's Commander Critical Information Requirements. Coordinates DLA Energy participation in JCS, Combatant Command and Service sponsored exercises to include evaluating DLA Energy support requirements to ensure After Action Reports and lessons learned accurately. Serves as the primary focal point for disseminating, coordinating, and tracking issues and concerns

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develops policy and procedures and provide oversight for the development and implementation of DLA Energy mobilization, emergency operations, sustainment assessment, and Combatant commander's operation support plans. Experience reviewing timelines and scheduling mission critical fuel support and support equipment. Knowledge of military planning, policies and concepts; wartime and emergency bulk petroleum logistics doctrines; organization and planning systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
