The primary purpose of this position is to manage strategic communication and public affairs IT systems integration and database architecture.
Duties
Shares and assists the branch chief in full range of administrative and programmatic duties and responsibilities required to direct and manage the operations and activities.
Evaluates missions, goals, plans, programs, and business processes to develop an enterprise IT architecture plans.
Conducts periodic analysis of projects with the overall IT architecture and infrastructure and relative contributions to meeting business requirements.
Applying IT experience, analyzes database architectures to identify and determine alternative ways to support major mission and operational plans.

- The employee performs periodic duty as the SAF/PA representative for the Air Force Crisis Action Team

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 grade level or equivalent in other pay systems which includes experience application of a wide range of IT principles, policy, planning, programming for systems integration and database architectures, IT systems development life cycle management concepts, performance monitoring, quality assurance, systems security. Experience with routine and recurring database management assignments, identify and resolve issues and problems; prepare and update manuals, instructions, operating procedures; prepare recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Understand IT principles, methods, and practices for systems integration and database architectures; IT systems development life cycle manage concepts; performance monitoring principles and methods; quality assurance principles technical documentation method and procedure; systems security methos and procedures; analytical method.
In-depth knowledge of strategic communication and public affairs missions, roles, functions, organizational structures, relationships, and operational planning objectives.
Sill in methods and techniques to develop and evaluate written materials; to research and analyze concepts; to analyze problems to identify significant factors gather pertinent data; and recognize solutions
Ability to evaluate and assess program effectiveness at all echelons of command, prepare reports on accomplishment of program objectives, lead detailed planning effort, develop recommendations.
Demonstrate skill in communicating effectively with tact and diplomacy, orally and in writing; negotiate complex issues; respond to organization's functions or performance; logically and effectively explain programs, function and activities and gain understanding of organizations efforts
Knowledge of routine and recurring database manage assessments; identify and resolve issues and problems; prepare and update manuals, instructions, and operating procedures;.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
