About the Position: Serves as a Human Resource Specialist (Military) in Policy Team, Soldier Programs Branch. Primary responsibility is the Functional Proponent for Army Regulation 600-8-10, Leaves and Passes, and Army Regulation 600-8-105, Military Orders and any future assigned personnel regulations.
Duties
Performs detailed review of regulations and other subject matter materials developed elsewhere which impact on military personnel operations. Provides input and assists with staffing reviews
Prepares correspondence and recommendations, provides coordination within Soldier Programs Branch prior to submission.
Gathers factual information, and coordinates developmental phases with appropriate officials of Human Resources Command (HRC), Headquarters Department of the Army (HQDA) Staff, and interested field elements.
Conducts studies and projects which require detailed knowledge of the Army military personnel service support functions, major issues, goals and objectives, and personnel processes at company, battalion, installation, ASCC, DRU, HQDA level.
Coordinates policy and regulatory development and interpretation with that of other Army program proponents in order to ensure that regulations, policies, procedures, and current or planned automated systems do not conflict with, but are compatible.
Discusses alternative systems/proposals with authority to adopt proposals not amending policy or creating significant new workloads.
Represents the Army in dealing with the Sister Services, the Office of the Secretary of Defense, the Department of Homeland Security, and Congressional staff members on issues pertaining to the Army Leaves and Pass Program, as appropriate.
Determines areas where improvements in program guides are necessary and points out such deficiencies to appropriate program development staffs within the agency.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the employee to occasionally travel away from the normal duty station 10% of the time.
- Incumbent must obtain and maintain a Secret clearance.

Specialized Experience: Specialized experience is defined as one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes work that involves: Revising regulations. Disseminating regulation revisions to the field. Developing policies associated with assigned functional area(s). Developing and testing procedures associated with assigned functional areas.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some Federal jobs allow you to substitute your education for required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone. Substitution of education for experience is NOT permitted.
