This position is located in a Consolidated Patient Account Center (CPAC) with the incumbent serving as a Database Manager. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.
Duties
Duties include by are not limited to:
Controls reviews and evaluates system error reports from payers, Austin Automation Center and other sources.
Reviews claims for healthcare services, equipment and or medication in accordance with prevailing guidelines.
Provides information and assistance to other healthcare team members in order to improve documentation, efficiency and effectiveness of billing operations.
Serves as a liaison with IRM, OI and/or contractors for the receipt, implementation and troubleshooting of software patches.
Facilitates the innovative application of industry and agency best practices and management methods.
Creates and maintains database files needed to monitor and report on a wide range of system related activities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024.
GS-07 Time-In-Grade Requirements: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-07 Specialized Experience: One full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Financial Administrative Specialist, GS-07 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 05 level in Federal service to qualify at the grade 07.
Examples of specialized experience include:
Comprehensive knowledge of a range of laws, policies, regulations and precedents applicable to the administration of one or more important programs related to health care financial management.
Skill with database development and management techniques, report development, and related system use.
Actively participating in new system implementation, and training.
Skill performing evaluation and analysis of activities associated with the submission of claims for healthcare services, equipment, and/or medications.
Demonstrated experience in coding disease and procedures using ICD-9, CPT and HCPCS coding systems to ascertain that claims are submitted for the corresponding service, procedure, equipment and/or medication.
OR;
GS-07:Substitution of Education for Experience(Transcript Required): One full year of graduate level education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position or Superior Academic Achievement(S.A.A.)
(1) Class standing Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.,
(2)Grade-point average: Applicants must have a grade-point average of:3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum or
(3) Honor society membership: Election to membership in a national scholastic honor society, Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Applicants who cannot claim credit under the G.P.A. requirements may claim credit for superior academic achievement only on the basis of class standing or honor society membership.
OR; GS-07:Combination of Experience and Education (Transcript Required): Applicants may also combine education and experience to qualify at the GS-7 level. You must have an equivalent combination of specialized experience and education as described above to meet the qualification requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
