The primary purpose of this position, PROGRAM MANAGER, GS-0301-13 is to effectively manage and direct functional area oversite, advocacy and policy and provide career field management and command technical expertise within the Radar, Airfield and Weather Systems functional area.

Duties

- Plan, organize and direct the activities Radar, Airfield and Weather Systems as command Functional Manager, ensuring that all Radar, Airfield and Weather Systems equipment and technicians receive appropriate advocacy and oversight to meet mission requirements and customer expectations. - Serve as the command subject matter expert (SME) on sophisticated and complex ATC systems (radar, ATC navigational aids, and ATC radios). - Implement the Inspection System to assess Radar, Airfield and Weather Systems workcenters, technicians and equipment for proper application of processes, procedures and techniques to assure safety-of-flight and validates that all Radar, Airfield and Weather Systems workcenters comply with legal and regulatory requirements and meet customer needs. - Serve as the Depot Purchased Equipment Maintenance (DPEM) Manager for Radar, Airfield and Weather Systems assets. - Represent the organization in a variety of briefings, meetings, conferences, and functional area organizations.

  • Fifteen years of Radar or Airfield Systems maintenance or management experience is desirable.
  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
  • Incumbent may be required to work uncommon duty hours to ensure mission accomplishment.
  • Position to be filled through Delegated Examining Authority.
  • Category rating and selection procedures will be utilized.
  • Veterans must submit required documents to receive Veteran's preference.
  • OBLIGATED POSITION: This is an obligated position to which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. An example of specialized experience is described as the ability to effectively manage and direct functional area oversite, advocacy and policy and provide career field management and command technical expertise within the Radar, Airfield and Weather Systems functional area. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Federal Aviation Administration, and other applicable laws, regulations, instructions, and directives as they pertain to Radar, Airfield and Weather Systems equipment maintenance and operation. Knowledge of basic Air Traffic Control and Flight Line operations, safety and security regulations, practices, and procedures. Keen ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships. Skill to interpret schematics, engineering drawings, theory of operation and other technical data and specifications to perform detailed analysis of electronics equipment; ability to diagnose equipment malfunctions, analyze performance trends, troubleshoot problems, direct required repair actions, and recommend corrective actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The work is primarily sedentary, however incumbent may be required to climb ladders and/or towers, lift test equipment or replacement electronics equipment in excess of 50 lbs, work in confined spaces, work in environments with strong fumes, and/or near noisy operating machinery such as generators and antenna motors. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. WORKING CONDITIONS: The work is performed in an office setting, in equipment shelters and outdoors in all types of weather. Work involves moderate risks that require special safety precautions for noise, high voltage, confined spaces, climbing, fumes, and moving mechanical parts. This is a TERM position. It is a time limited position, Not-To-Exceed 2 years from Appointment Date. Position may be extended up to a maximum of six years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such modified term appointment of at least fully successful or equivalent. NOTE: Current Federal Civilian employees may apply for temporary and term positions and if selected, a break in service may be required prior to appointment to the position.
