This position serves as a Management and Program Analyst (Knowledge Management Specialist) within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia. The position serves in the Administration and Finance Branch of the Office of Emergency Management within the VHA.
Duties
Major duties include but are not limited to:
Leads integrated project teams to manage and integrate cross-program activities and functions, and a portfolio of initiatives including complex, strategic Knowledge Management (KM) development and effectiveness projects at the enterprise and division level.
Serves as a Subject Matter Expert (SME) on the policies, procedures, and protocols for OEM KM content.
Provides publication and records management support for OEM for wide ranging publications/forms/handbooks and other documentation.
Maintains and manages the forms/publications catalog for OEM, which lists all the letters, forms, surveys, fact sheets, handbooks, etc., currently in production (and their expiration dates) throughout MS.
Reviews new/updated VHA program, policy, and procedures; new/updated laws, rules, regulations, and VHA Directives/Handbooks, etc.
When policy updates affect OEM programs, researches and analyzes changes and determines the impact, if any, on Knowledge Management (KM) content and work procedures.
Serves as an analyst and advisor to OEM senior leadership, program office managers, supervisors, and program representatives concerning the effectiveness of their Knowledge Management (KM) content.
Develops systems, processes, and tools to better support facilitation, collection, knowledge sharing, and scaling.
Develops internal Knowledge Management (KM) standard operating procedures, processes, guidelines, and best practices.
Uses knowledge of Knowledge Management (KM) technology tools to implement KM principles and work practices to support program goals.
Works with other team members and information technology staff in the design, development, and maintenance of content in all OEM KMS databases.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serves as a consultant to managers and supervisors in recommending strategic approaches to distributing and publishing their knowledge content in a manner that best serves their program office and customer/user needs.
Manages the digital files/share point/leaf or other appropriate system for tracking publications, forms, and correspondence submitted for publication.
Develops internal Knowledge Management (KM) standard operating procedures, processes, guidelines, and best practices.
Executes the Knowledge Management (KM) operational plan and governing programmatic changes, including preparation of action plans, implementation of quality assurance controls, and scope management.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serves as a consultant to managers and supervisors in recommending strategic approaches to distributing and publishing their knowledge content in a manner that best serves their program office and customer/user needs.
Manages the digital files/share point/leaf or other appropriate system for tracking publications, forms, and correspondence submitted for publication.
Develops internal Knowledge Management (KM) standard operating procedures, processes, guidelines, and best practices.
Executes the Knowledge Management (KM) operational plan and governing programmatic changes, including preparation of action plans, implementation of quality assurance controls, and scope management.
Independently develops an action plan and/or makes recommendations to address necessary changes to forms/publications as a result of a variety of statutes, regulations, policy, and legal issues and works with other analysts in a department.
Uses knowledge of KM technology tools to implement KM principles and work practices to support program goals.

Physical Requirements: The work is generally sedentary and does not require unusual physical effort. Some travel may be required.
