The primary purpose of this position is to serve as a financial management analyst performing a variety of fiscal duties related to budget formulation, execution, and/or financial improvement of existing fiscal processes.
Duties
Performs financial management efforts involving various funding streams to include Operations and Maintenance and multi-year funds.
Performs positive control of and maintains accounting for various appropriations.
Provides financial assistance and guidance for outstanding obligations and related information.
Conducts analyses and reviews of budget and/or related information.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes commonly used budget and/or finance practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned and work independently on routine or continuing assignments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 1 full year of graduate level education may be used to qualify applicants for the GS-09 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of budgetary and commonly used accounting practices, regulations, and techniques relative to the flow of financial information; budgetary methods, practices, procedures, regulations, policies, and processes to formulate and execute assigned responsibilities in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
Knowledge of respective accounting system(s) to track and reconcile accounting transactions.
Ability to gather, assemble, and analyze data to prepare comparative assessments, develop alternatives, and make recommendations to resolve/troubleshoot discrepancies and disconnects.
Skilled in preparing written forms, schedules, and reports related to the execution and expenditure of funding.
Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy.
Ability to apply Managers Internal Control Program and Financial Improvement Audit Readiness requirements and financial management policies, directives, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
