You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT ACCOUNTING OPERATIONS, DIRECT CITE BRANCH (FM12) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will be designated as the financial management analyst for reviewing and validating direct citation contracts from external customers. You will apply financial management laws and regulations pertaining to the acceptance of funding documents. You will distribute funds requests/documents to the accounts receivable and direct citation branches daily, ensuring that work is distributed equally. You will examine an extensive variety of funding documents, transactions, related reports, and processes, to determine the accuracy of data. You will assist with correcting KPI suspended transactions timely. You will perform analysis and make recommendations for corrective or enhancement actions to ensure the adequacy of the internal control operations.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using MS Excel and Outlook proficiently; 2) Understanding timekeeping policies and procedures; 3) Assisting in the performance of functions such as formulation of budget and estimates to support plans, programs and activities; and 4) Provides information about, and interprets standard organizational budgetary, accounting, or financial administrative procedures, practices and regulations.. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree.

or

LL.M., if related
