About the Position: As a Management and Program Analyst for the Army Records Management Directorate (ARMD) provides a wide range of administrative, operational, logistical, technical, and analytical services and support to several functional areas that directly support the ARMD mission and operational objectives. Performs duties and responsibilities that include the development, coordination, implementation, and administrative management of programs and projects.
Duties
Evaluate solutions to complex issues or areas that require improvement in connection with work processes, work methods, and other management matters throughout the directorate.
Develop detailed plans, goals, and objectives for the short- and long-range implementation and administration of the program and develops criteria to evaluate the effectiveness of programs.
Provide guidance and instructions to internal and external personnel on several Army programs and uses a variety of applications and systems to accomplish work.
Assist in developing the directorate spending plan, and assists with tracking and monitoring budget expenditures, justifying funds to support indirect costs regarding training, travel, contracts, and equipment/supply requests.
Manage and maintains inventory and control of all property assigned, submits requisitions for life-cycle replacement equipment, and issues sub-hand receipts to down to the user level.
Execute a full range of actions to include administrative tasks, program management, financial management, logistics management, correspondence and records management.
Maintain organizational files, records, and spreadsheets to provide information used by organization and management to make decisions, prepare reports, develop metrics, improve workflow, and enhance operations.
Develop plans and implements new initiatives aimed at improving/enhancing administrative, financial, physical security, safety and/or business/work processes within the directorate.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position may require temporary duty (TDY) travel up to 10%.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience which includes conduct inventory and control of all organization property or equipment; manage tasks utilizing systems such as Enterprise Task Management Software Solution (ETMS2); and interpret administrative regulations to coordinate or develop training programs/materials for staff. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
