Duties
As a Financial Management Analyst responsibilities include: Analyze financial and/or budget requirements covering all aspects of resource management programs.
Apply extensive technical knowledge in analyzing management systems and in identifying and resolving complex issues related to functional financial areas.
Analyzes data, compiles facts and information, and provides technical advice to customers.
Utilize automated systems such as General Fund Enterprise Business System (GFEBS) to provide financial data collection and execution.
Monitor resource allocations for the organization.
Perform budget analysis of financial programs with high visibility such as congressional budget line items; the impact of changes in legislative or regulatory requirements; consideration of long-range program goals and objectives.
Analyzes interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs/projects of an agency.
Provide financial management guidance to customers in accordance with regulations, policies and procedures.
Performs other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret Clearance: This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Temporary Duty (TDY): This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Selective Service: Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in one or more of the following areas: 1) Planning, budgeting, and executing budgets in an organization; 2) Use of an Enterprise Resource Planning (ERP) tools such as Oracle and the General Fund Enterprise Business System (GFEBS); 3) Assuring compliance with organization directives such as Congressional, DoD, HQ DA and organizational directives on budgeting policies and decisions; and 4) Understanding of internal controls and developing efficiencies within an operation.
Education
