The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Communications Focal Point.
Duties
Plans, organizes, and directs the activities within 81st Communications Squadron ensuring that Communications Focal Point complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 81st Communications Squadron with a variety of installation and functional area organizations.
Administers the base local area network (LAN) and wide area network (WAN).
Provides customer technical assistance and support.

- PCS costs are not authorized.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee must be certified IAW DOD 8570.01M, Federal Information Security Management Act of 2002, and Clinger Cohen Act of 1996, and obtain Special Experience Identifier (SEI) 264, Information Assurance Technical Level 2, IAW current AF directives.

- Must obtain and maintain a Secret security clearance.
- Position may require work outside normal duty hours to include on-call status. Recall to duty and overtime may also be a requirement of this position.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is an obligated position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes: Applying a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; Implementing customer support principles sufficient to receive, respond to, and ensure complete resolution of problems; Providing guidance or training to customers and workgroup managers to prevent problem recurrences.

EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Knowledge of safety and security regulations, practices, and procedures.
Ability to communicate effectively, both orally and in writing.
Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
Knowledge of the network architecture, topology, and protocols typically found at base and lower level organizations.
Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems, and network customer use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to prevent problem recurrences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
