You will serve as a Supervisory Management & Program Analyst in the Service-Wide Transportation (SWT) Division, Transportation and Distribution Department of NAVSUP WEAPON SYSTEMS SUPPORT. #LI-NAVSUPWSS

Duties

You will be responsible for performing staff analytical work associated with developing annual SWT requirements and financial plans. You will formulate SWT financial budgets, conduct special studies, prepare and present staff studies and briefings, draft instructions/directives and furnish technical and program management advice. You will serve as the senior liaison for SWT budget, accounting, or financial management policy and procedures within the organization. You will perform or advise on SWT program management which includes in any of the phases or systems of budget administration. You will use sound judgment to apply complex mathematical and statistical models and techniques to accumulated financial data and future planned cargo movement requirements to perform annual requirements projections. You will participate in developing, analyzing and compiling SWT budget data and requirements into proper format for presentation and justification to various review levels within the Navy, Department of Defense (DOD) and Congress. You will perform program evaluations that include management control reviews and vulnerability assessments. You will maintain liaison with the Budget Submitting Offices (BSO), transportation commands, and other agencies within the DON. You will regularly communicate with transportation customers and their representatives to gather information on operations and movement of material in order to ensure that movements of Navy assets are in accordance with policies and procedures You will be required to develop and maintain an up to date awareness and understanding of the transportation policies, procedures, issues, and future directions as they pertain to DOD. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. You will be responsible for carrying out Equal Employment Opportunity (EEO) policies. Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public applying a mastery knowledge of statistical analysis theories and techniques, and analytical reasoning required to identify, analyze, and conceptualize problems, develop alternate solutions, and brief higher-level management. I also have a knowledge of program analysis directly related to a transportation program; and a mastery knowledge of budgeting and/or financing. I am able to communicate well both orally and in writing. Specialized experience must include most or all of the following: 1) Applying a knowledge of DOD Transportation Management and Transportation Systems to ensure the most efficient and effective movement of various types of shipments; 2) Developing and recommending the implementation of new requirements within DOD transportation and systems; 3) Supervising staff analytical work associated with developing annual transportation requirements and financial plans, formulating transportation financial budgets, and conducting forecasting studies; 4) Applying technical expertise in transportation, auditing, financial management policy and procedures; and 5) Managing internal controls, vulnerability assessments to preclude mismanagement, and the ability to develop appropriate corrective actions.
