This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Executive Operations Staff (EOS) .
As a Management Analyst (Training and Development), GS-0343-13, you will provide technical advice and guidance to CMMI staff and managers on a variety of matters involving training, educational, and professional development programs.
Duties
Serves as an analyst providing technical expertise in learning theory concepts, principles, and techniques to enhance and improve the overall effectiveness of Center-wide training and development programs.
Participates in evaluating the effectiveness of training and other learning programs and making recommendations for needed changes and improvements.
Collaborates with internal customers to perform or provide guidance on needs analysis, develop learning objectives and design deliverables, and to develop qualitative and quantitative assessment tools.
Compiles information and prepares periodic reports including training needs by Group, training plans, training activities, learning evaluation, and related topics.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Analyzing and implementing training and development programs to identify areas of improvement and recommend alternative solutions; AND
Collaborating with internal stakeholders on training projects to evaluate their eff effectiveness on meeting established goals; AND
Preparing written documents such as Individual Development Plans (IDP), reports, charts and program descriptions for leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
