This position is located in Service Center Operations Directorate, Potomac Service Center. As an Operations Support Specialist, you will manage day-to-day warehouse operations, supply forecasting, property accountability, and customer service interactions essential to supporting the operational activities throughout the Service Center.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Develops, implements, interprets and advises on administrative requirements in coordination with internal and external components related to Logistics and in providing administrative oversight and program recommendations to leadership. Conducts research, compiles and analyzes data, prepares reports, project papers, briefings and training on logistical supporting elements. Expertly communicates verbally and in writing in order to negotiate challenges, potential conflict, and apply effective solutions. Employs a network of peers and experts in assessing current program needs and implementing improvements. Serve as liaison to implement and maintain Microsoft automated customer service tools such as SharePoint and MS Teams. to automate customer requests, inventories and resource fulfillment. Utilizes complex automated software for tracking and management of assets, warehousing of inventory and procurement and disposal of property. Serves as the subject matter expert on logistical matters when communicating with customers. Serves as a liaison and consultative link with Headquarters Program Offices through official roles designated by Management Directives such as Vehicle Control Administrator, Property Custodian. Leads team members through Logistics activities to include Annual Equipment Inventories, receiving, issuing and retrieving equipment for Federal Employees and government contractors. Provides recommendations on logistical support to the supervisor regarding special projects, agency requirements and or policy changes/updates, ensuring compliance/adherence. Physical effort is required to stage, send/receive, and monitor shipments in support of remote work operations. This includes the use of forklifts, and other material handling equipment.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/16/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/16/2024. . GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Utilizing automated processing systems and programs to perform inventory and property management. Works with internal and external stakeholders in accomplishing program goals. Researches and analyzes data in support of program objectives. Applies and adapts property and inventory management services in support of an administrative customer. Identifies process improvements in response to program changes, customer needs, or external influences. OR You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Compiling reports and data to support various supply or logistics status and activities, such as inventory or forecasts using asset management databases, systems and reporting software. Conducting, coordinating, and monitoring logistics projects within an assigned program or office. Independently researches, analyzes, and presents data to be used in decision making. Implements process improvements in response to program changes, customer needs, or external influences. OR You may substitute a doctoral degree (PhD or equivalent degree), or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. (if related for experience) at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing a full range of logistics oversight, to include control and accountability of logistics and inventory information, transactions, and processes. Interpreting supply and logistics instructions, administrative memoranda and regulatory guidelines for inventory and reporting on completeness and accuracy. Independently implements process improvements in response to program changes, customer needs, or external influences. Performs liaison functions and serves as point of contact with internal and external customers to accomplish program goals; Develops alternatives and recommendations to identify and resolve key logistics and inventory issues and area of special concern.
