This position is part of the Office of the Inspector General, Department of Energy in the Human Capital Management Division . As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which OIG organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting all of the following:
Identifying data required for use in the management and direction of programs.
Identifying resources required to support varied levels of program operations.
Conducting evaluations to ensure that goals are met, information is received on time, and it is acceptable.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting all of the following:
Developing management and/or program evaluation plans, procedures, and methodology.
Assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
Analyzing and evaluating proposed changes in mission, operating procedures and delegations of authority.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration.
